| Abstract |
This document summarizes the background information used in the development of MACT standards for the coke ovens: pushing, quenching, and battery stacks source category. All references cited in this document are available in EPA Docket A-2000-34. In addition, this document will be supplemented by technical memoranda that document steps in the standards development process not covered in this compilation of background information. The remainder of this chapter provides a summary of the statutory basis for MACT standards and the selection of this source category for rulemaking. Chapter 2 provides an overview of the industry and cokemaking process. Emission points and emission control technologies and their performance are summarized in Chapter 3. Chapter 4 presents the determination of the MACT floor. Model plants (for use in estimating potential impacts) and options for emission control and monitoring are discussed in Chapter 5. Environmental and energy impacts are estimated for the model plants and for all plants nationwide in Chapter 6. The estimated costs for emission control and monitoring are given in Chapter 7. Appendices A, B, and C summarize the emissions data. |
