Abstract |
The Upper Merion Municipal Utility Authority (the Authority) and the Upper Merion Township Board of Supervisors are faced with the need for constructing additional sewage treatment capacity in Upper Merion Township. The proposed project will provide increased capacity for new customers and, at the same time, minimize cost increase to present customers. Partial financing of the project will be accomplished through tapping fees or, in lieu thereof, a prepurchasing and reserve program to be known as the Upper Merion Sewer Access Rights Program. This program has been developed by the Authority and is modeled after similar successful programs. |
