Abstract
The objective of this guidance is to assist EPA Regional Offices in proceeding expeditiously, and in a nationally consistent manner, with the review and follow-up of EER data from NSPS Subpart D and other source categories where the monitoring system is not the compliance method. The guidance suggests that agencies initiate this three-phase EER review and follow-up program concurrently with the development of a thorough inventory of CEMS-affected sources and the determination of the compliance status of these sources with CEMS installation and operating requirements. The guidance recommends the implementation of a methodical procedure to review and follow-up on EERs derived from sources which the agency believes for the most part are in compliance with their emission, monitoring, and reporting requirements. In general, the procedures are not designed primarily for use on known violators or sources which have had a long history of non-compliance. Although the guidance outlines a program primarily based upon Agency experience with EERs from large boilers, the guidance can be used for the review and follow-up of EERs derived from continuous emission monitoring systems required by most Federally-enforceable regulations (most current applications of CEMS data, other than direct compliance determinations with emission standards such as in Subpart Da).
