Abstract
Millard County, Utah is expected to experience a 60 to 140% increase in population by 1987 due to the construction of a 3,000 MW coal-fired power plant and impacts of the proposed MX missile system. The rural, agricultural County lacks an organized solid waste collection and disposal system and has a large number of uncontrolled disposal sites. This report analyzes 5 collection and disposal options and a recommended plan is developed. All options reduce the environmental and public health and safety problems associated with the County's open dumps, establish a higher level of service for residents, and provide the flexibility required to accomodate the anticipated population growth and fluctuations. The recommended plan includes greenbox collection for compactable wastes and roll-off containers for bulky wastes. Financing and management options available are outlined with recommendations for the optimal techniques. A solid waste ordinance which can be utilized as a model to the County is presented.
