Abstract
This document presents the capacity analysis for surface-disposed wastes' that EPA conducted to support the Land Disposal Restrictions (LDRs)--Phase IV: Issues Associated with Treatment Standards for Newly Identified Mineral Processing Waste and Toxicity Characteristic Metal Wastes. EPA conducts capacity analyses to evaluate the need for national capacity variances from the land disposal prohibitions. The capacity analysis provides estimates of the quantities of wastes that will require alternative commercial treatment prior to land disposal as a result of the LDRs and estimates alternative commercial treatment capacity available to manage wastes restricted from land disposal. In this rule, EPA is promulgating LDRs for the newly identified mineral processing wastes and toxicity characteristic metal wastes that have not been covered in previous LDR rulemakings. Sections provide additional details on the legal background and overall methodology for this capacity analysis. A summary of results also is provided.
