Abstract
Under Section 112(d) of the Clean Air Act (CAA), the U. S. Environmental Protection Agency (EPA) is developing national emission standards for hazardous air pollutants (NESHAP) for the wood building products surface coating source category. The EPA is required to publish final emission standards for the wood building products surface coating source category by November 15, 2000. For this source category, a national volatile organic compound (VOC) rule or control technique guidelines (CTG) may also be developed under Section 183(e) of the CAA. There is a possibility that case-by-case maximum achievable control technology (MACT) determinations will be required under Section 112 (g) for newly constructed and/or reconstructed major sources. The information summarized in this document is intended to provide preliminary information that can be used by States that may have to make case-by-case MACT determinations under Sections 112(g) or 112(j) of the CAA. Section 1 of this document gives an overview of the initial MACT development phase for this source category. Section 2 summarizes the issues raised and information gathering techniques used in this process. A preliminary characterization of the wood building products source category is given in Section 3. Section 3 also focuses on the source category's products, types of coatings used, application methods, emissions, and emission control techniques. Section 4 addresses recommendations for next steps in the MACT development process.
