Abstract
Instances where water and sewer extension policy has been used to affect the urban development pattern were sought out and documented in this research project. The water and sewer system, like the transportation network of a community should be thought of as a centralized, interdependent system and, with the transportation system, may be conceived of as a skeletal element of the urban community. Water and sewer extension policies in urban growth areas can and do have a significant impact on urban development patterns, however extension of these vital services has been seldom used to date.
