Abstract
Under Section 11 of the Federal Nonnuclear Energy Research and Development Act, the Environmental Protection Agency is responsible for assessing 'the adequacy of attention to energy conservation methods and environmental protection...and the environmental consequences of the application of energy technologies'. The 1973 Section 11 activities examine the Department of Energy management process relating to environmental planning and assessment for energy technology projects. This pre-hearing document summarizes the concerns and questions raised at a series of workshops held in July 1979 as well as EPA's own analysis of how environmental concerns are incorporated into DOE's Management System. The document is intended to provide a focus for further thought and discussion at a National Hearing in October 1979. The substance of the analysis and the discussions are to be used in completing the 1979 Section 11 Report to the President, the Secretary of Energy and Congress.
