The present document publishes the first phase of the New York State solid waste management planning program. The report identifies the overall solid waste problem and establishes a framework for State action to ensure efficient and effective management practices. The report presents and analyzes pertinent solid waste data, identifies problems indicated by the data, sets objectives that if achieved would solve identified problems, and finally, proposes immediate, intermediate, and long-range measures for achieving objectives.
