Abstract
This report examines alternative laboratory approaches by which EPA could conduct long-term environmental research. The report was prepared in response to a Congressional request contained in Sec. 6(b) of the Environmental Protection Agency's Research and Development Act of 1978. In order to prepare the report, over 100 scientists and managers in twenty (20) Agencies and Laboratories were interviewed and numerous people within EPA were contacted. The Science Advisory Board of EPA participated in all phases of the reports preparation. Four subject areas are treated in the report. (1) The history of EPA--reviews how EPA's present laboratories were formed, discusses conceptually how the R and D process flows within EPA and presents evidence to indicate that long-term Exploratory research is being conducted by EPA; (2) areas needing enhanced exploratory research--presents a brief review of the eleven research areas which are identified as representative of those which could benefit from enhanced long-term support; (3) mechanisms used by other agencies--discusses the advantages and disadvantages of using individual grants and contracts, Federal Contract Research Centers, University or other private centers, and Federal Laboratories for conducting long-term research; and (4) the options for conducting long-term Exploratory activities within EPA are discussed.
