We evaluated the U.S. Environmental Protection Agency's (EPA's) implementation of CTS. Specifically, we sought to determine whether EPA had: (1) responded to resolve issues identified during CTS deployment, (2) put in place processes to eliminate recurring problems with deploying CTS, and (3) implemented oversight practices for the CTS contract.
