Abstract |
This report develops and demonstrates a quantitative method for the preliminary design of effluent standard surveillance systems. The principal output of the report is a procedure to be used in the state or EPA water quality programs to determine the frequency of effluent compliance monitoring visits. The procedure allocates compliance monitoring budgetary resources so as to minimize environmental damage. It uses a statistical model of the effluents that is obtained from self-monitoring and compliance monitoring data. The procedure is demonstrated on an example river basin using data supplied by the State of Michigan. |
