Abstract
A description of a cost/Benefit model is presented. This model is an extension of the Implementation Planning Program, a cost-effectiveness model which has been utilized in evaluating regional emission control strategies for the development of implementation plans. The specifications for the model for sulfur dioxide and particulate pollutants have been developed and are presented. The report also focuses on: The need for analytical procedures to evaluate the economic consequences of air pollution control strategies the identification of additional research areas which need consideration; A theoretical discussion of economic efficiency and equity considerations of air pollution control strategies; and Model utilization in the air pollution control decision-making process.
