Abstract
Two types of models for allocating water among alternative uses and between watersheds in the Kissimmee River Basin were developed and empirically evaluated. The value of water in agricultural and recreational uses was estimated for use in the allocation models. A linear programming model of the hydrologic-economic system was developed to determine the economic consequences of broad operational policy alternatives and the relative trade-offs based on economic returns from water allocation among different uses, locations and time periods. A simulation model that incorporated hydrologic and physical relationships for the basin was evaluated as an alternative type of water allocation model. This study demonstrated the feasibility and usefulness of water management system modelling as a means of providing information for selecting water management policy alternatives.
