A user-oriented research plan for Nebraska is presented. Its principle components are: a mechanism for identifying social goals and translating them into research objectives; procedures for setting priorities; a program planning technique for designing projects to impact on important research objectives; a mechanism for coordinating research activities of important research producers; a structure for encouraging and establishing interdisciplinary team efforts when they are required; a well-coordinated technology transfer plan; and an effective method for promoting and sustaining user-researcher cooperation.
