The guidance package represents the re-emphasis by the EPA of proper Operations/Maintenance/Management (OMM) of municipal wastewater treatment works funded under the Federal Construction Grants Program. It should serve as a reminder to communities that have obtained a treatment plant with Construction Grants funds (and inform those about to do so) that the responsibility for consistant operation of the system remains a local issue which must be accomplished totally at the cost of the system users. While the package serves to assess responsibility it also gives assistance in meeting the responsibility by providing a more systematic coordinated approach to the OMM problem.
