Abstract
The purpose of this strategy is to provide long-range direction for the water quality management (WQM) program to assist EPA Regions, States, areawide agencies, and the participating public with program planning in FY 81 and beyond. The strategy will also provide EPA management, the Congress, the Administration, and the public with descriptions of program needs and directions.
