Abstract |
The report summarizes findings and recommendations of a three-year water quality planning effort in the Houston Area. The plan was authorized under the provisions of Section 208 of the Federal Water Pollution Control Act Amendments of 1972 (P.L. 92-500) and funded in total by a grant of the U.S. Environmental Protection Agency. The unique aspects of the 208 planning program include: (1) understanding the significance of water pollutants coming from sources other than municipal and industrial wastewater treatment plants, (2) emphasizing not only what needs to be done but also how and when it is to be accomplished and who will be responsible, (3) developing local solutions to local problems, and (4) public participation throughout development. Since the 208 Program is an on-going effort, new and better information will be utilized. In the meantime, the results of the initial effort will serve as a base for making informed decisions concerning water quality. |
