Abstract
The guidance is for use by States and EPA Regions in developing annual work programs undersections 106 and 205 of the Clean Water Act. The first part of the document outlines the objectives of the water monitoring program to conduct assessments and make necessary control decisions. The second part describes the process of calculating total maximum dailyloads and waste load allocations for point and nonpoint sources of pollution.
