Abstract
The study of the water pollution control programs of Maine, Michigan, New York, North Carolina, Pennsylvania, and Virginia reviews the evolution of water pollution control programs in general and those of the states in particular. It offers insights into the laws, policies, and institutional arrangements of the six states. Strengths and weaknesses of state programs are noted. A check list is included of some of the best features of state water quality management programs as reflected in the actual experience of the study states. Appendices include a summary of the literature, laws, and programs of particular states, the text of North Carolina's statutes and regulations, illustration of the use of 'citizen suits' in Pennsylvania, and responses from the individual states as to current progress.
