Abstract
The document provides an overview of methods for estimating releases of chemicals into the environment for facilities subject to reporting requirements of Section 313 of the Emergency Planning and Community Right-to-Know Act of 1986. The methods include use of monitoring data, mass balance calculations, emission factors, and engineering judgement. Applicability of the various methods for particular process operations and environmental media are discussed, as well as example release calculations for each method. The document also discusses various waste treatment technologies and how to estimate treatment efficiency. The bibliography includes sources and availability of EPA air emission factor documents. Appendices include secondary wastewater treatment efficiencies for specific chemicals, fugitive emission factors for equipment leaks, storage tank emission equations, and some chemical/physical property data for the Section 313 listed chemicals.
