This statement was prepared in accordance with the Clean Water Act and National Environmental Policy Act to provide for consideration of effects from permitting wastewater discharge from a 'Newsource' lignite surface mine to waters of the U.S. Impacts of mining and reclamation to geology, soils, surface water, groundwater, air quality, biological resources, wildlife habitat, cultural resources as well as health effects of noise, etc. on humans.
