Abstract
In 1972, the federal pesticide program was significantly revised through the enactment of amendments to the Federal Insecticide, Fungicide, and Rodenticide Act of 1947 (FIFRA). Under FIFRA, as amended in 1975 and 1978, there exists a complementary regulatory program to the pesticide registration procedure, i.e., a system of federal and state certification for commercial and private applicators 'restricted use pesticides'. Essential features of this certification procedure, for both private and commercial applicators, include designation of a state administrative agency to establish applicator certification standards and for the Cooperative Extension Service to cooperatively design instructional manuals in a broad range of areas, including pest identification, pesticide selection and application, dissemination of pest management techniques, and discussion of environmental, legal, and safety issues. This study is focused exclusively on the private pesticide applicator training and certification programs in five states: Iowa, Nebraska, Pennsylvania, New York, and Georgia.
