This document has been prepared to provide technical support for the regulatory amendments to the secondary treatment regulation to implement Sections 301 and 304 of the Clean Water Act. The information presented supports final regulations that would establish criteria for facilities eligible for treatment equivalent to secondary treatment, a minimum level effluent quality attainable by such facilities.
