Abstract
The report evaluates the economic impacts of a proposed National Emissions Standard for Hazardous Air Pollutants (NESHAP) for secondary lead smelters. The report seeks mainly to determine (1) the market response to the regulation - specifically, impacts on industry-wide output, employment, and revenue; and (2) the ability of each impacted facility to absorb annual control costs and obtain financing for capital control costs.
