Abstract
This decision document amends the September 16 1988, Record of Decision ('ROD') selecting the final remedial action for the USL Superfund Site in the City of Troy, Concord Township, Miami County, Ohio. The scope of the selected remedy involves: (1) excavation of battery casing chips for treatment and disposal at a U.S. EPA-approved Resource Conservation and Recovery Act ('RCRA') Subtitle D landfill; (2) excavation of the first foot of soils under the battery casing chips pile that exceed 1550 milligrams per kilogram lead and that fail the Toxicity Characteristic Leaching Procedure ('TCLP') standard, will be treated to meet RCRA Land Disposal Restrictions ('LDRs') and disposed off-site in an approved solid waste landfill; and (3) construction of a solid waste cover system over the remaining contaminated soils to ensure the future safety of the groundwater. If, however, all of the battery casing chips are removed and properly disposed of, and all of the contaminated soils containing lead in excess of 1550 mg/kg lead are removed to the regional groundwater table and properly disposed of, then construction of a solid waste cover system would not be required. The proposed alternative remedy will remove the source of direct contact with lead contamination, and recent analyses have demonstrated the absence of any groundwater contamination.
