Abstract

The guidance document presents landfill design specifications which the Agency believes comply with the design and operating requirements of 264.301(A), and the closure requirements of 264.310(A) of the RCRA landfill regulations. These regulations have been formulated with the goal of eliminating the escape of leachate from landfills for all time to the extent practical. The Agency wishes to emphasize that the specifications contained herein are guidance, not regulations.
