Abstract
During the course of this study, requirements concerning the transition from winter to summer fuels were identified as a concern. Stakeholders with whom EPA met expressed concerns that there currently may not be enough flexibility during the transition season (April - June) to allow for an orderly changeover. We therefore have focused discussion in this report to methods that should provide more flexibility during the transition season. Such actions could improve inventory of fuels and potentially ease the price spikes which occur during the season. All improvements and options discussed would either maintain or improve the air quality benefits provided by todays fuels programs.
