Abstract
The report is proposed to serve as an introduction to the theory of the Laser Exhaust Measurement (LEM) program, a detailed description of the operating characteristics of the equipment, and as a general operating manual for the entire LEM system. The LEM apparatus is composed of a number of subsystems and individual components constructed by a variety of manufacturers. The original operating manuals are included in the appendices. The eight chapters of the report present the following information: a brief description of the construction and operation of each LEM subsection and/or component; a detailed description of each of the major components; a detailed step-by-step LEM operation manual; details of xenon laser operation and adjustment; and a description of the necessary steps involved in the initial LEM assembly.
