The primary objective of the pilot review is to identify and appraise the kinds of management practices and conservation measures that appear to be having a significantly adverse impact on water quality; and, furthermore, to recommend a procedure whereby FWPCA can provide assistance and recommendations to the operating agencies in management for effective quality control.
