The case is outlined for integrating land-use planning and regulation with environmental protection. The document indicates some of the legal, institutional, organizational, and technical aspects of this approach to the preservation of environmental quality. There is a growing recognition of the need to subject public and private decisions regarding land use to a much closer scrutiny with regard to their environmental implications. An array of evaluative techniques now used either for land-use planning or for environmental planning may be of potential use in formulating environmental land use policies. If land use guidance and environmental protection objectives are to be integrated, programs for merging the procedures and practices of groups involved in these functions must be developed. (Author)
