| Abstract |
The California Environmental Quality Act of 1970 reuires State and local agencies to prepare an environmental impact report on public and private projects that may have a significant effect on the environment. The development and current status of California's environmental impact assessment program is described. CEQA's greatest impact has been on private projects permitted by cities and counties. In many localities, environmental impact reports clearly influence decisions on such permits. Still, some State and local agencies are not fully complying with CEQA, and the act's implementation is hampered by the lack of a State agency with authority and resources to enforce it. Based on California's experience, some general recommendations are made for other States considering adopting similar requirements.
