In New Mexico, the counties of Bernalillo, Dona Ana, Santa Fe, San Juan, and Chavez were designated as air quality maintenance areas (AQMAs) on June 2, 1975. A requirement under an AQMA designation is for the State to conduct a comprehensive analysis for each area and develop a plan to maintain air quality standards. The tasks involved reviewing and updating emission data for particulate matter (TSP) and carbon monoxide (CO); forecasting emissions to 1978, 1980, and 1985; applying the APRAC-1A and AQDM models for CO and TSP respectively; and reviewing the AQMA designations. Significant sources contributing to the TSP problem include fugitive dust from unpaved roads, dirt parking lots, and construction activities. Diffusion modeling results for CO were found to represent neither the magnitudes nor temporal distribution of measured CO concentrations. Modeling results for TSP indicate that standards will continue to be violated in Bernalillo and Dona Ana Counties, and that standards will be violated in Santa Fe County by 1985.
