Abstract
The document sets forth a framework to guide the development of pollution prevention strategies by each agency in the federal government, in the context of several executive orders related to federal environmental responsibilities that were signed by the President in 1993. This document reviews the requirements and possibilities for federal agency action, in each of four roles in which the government can make a significant impact.
