In 1991, the Living Resources Subcommittee made substantial progress in placing building blocks into the framework established by the 1987 Chesapeake Bay Agreement. The standard work, such as the creation of fishery management plans, is proceeding on schedule. The subcommittee will continually reassess the restoration strategies to supplement them with new information and to analyze their effectiveness, given that uncontrollable factors such as climate and disease also play a role. Oysters and crabs are first on the table, and will receive serious attention in the next two years.
