Abstract
The Label Review Manual is an 18-chapter reference manual for pesticide labeling. It was developed to serve as a training tool for new EPA, Office of Pesticide Programs (OPP) employees and as guidance for product management team members who are responsible for performing label reviews of pesticide products. It is the goal of this manual to improve the quality of labels as well as increase the consistency of label reviews. The availability of the first edition of the Label Review Manual was announced in the Federal Register on February 8, 1995. Since then, the Agency has received comments from OPP label reviewers as well as the regulated community. Accordingly, the manual has been revised to address these comments and to reflect current changes in Agency policy. The first two chapters of this manual provide an overview concerning what a pesticide is and what constitutes a pesticide label and labeling. The third chapter covers general label format and legibility requirements, identifies the major parts of the label and directs the user to the appropriate chapter which contains additional information. The remainder of the manual provides a reader with step-by-step instructions for reviewing a pesticide label and provides information about how unique labeling issues have been handled in the past. The manual will be updated on an 'as needed' basis.
