| Abstract | The Guide describes the development and administration of procedures that can be adopted to evaluate and to approve (or deny) the use of industrial equipment and processes that are capable of emitting contaminants into the general atmosphere. The Guide treats the design and administration of permit systems; engineering evaluation of the application for permit to construct; specifications, design, and operation of information systems; application of the legal prohibition to permit processing; discussion of examples of permit reviews; and engineering inspection of equipment for certificate to operate. |
