Abstract
Small community outreach efforts aim to revitalize the delivery of information and assistance to small communities faced with meeting the municipal wastewater treatment goals of the Clean Water Act. The guide is designed to help develop Regional outreach plans as soon as possible for implementation in FY 1988. The guidance has been developed with extensive input from Regional Offices. The objective of an outreach plan is to promote long-term arrangements to deliver information and assistance to small communities with a population of 10,000 or less. The basic components of an outreach plan are: an assessment of needs, an inventory and evaluation of ongoing efforts, and an action plan to implement activities over and above current efforts.
