Abstract
This report evaluates various strategies for controlling high-altitude emissions from light-duty motor vehicles. Section 206 (f) (1) of the Clean Air Act, as amended requires all light-duty vehicles made during or after the 1984 model year to meet the applicable Federal emission standards regardless of the altitude at which they are sold. Section 206 (f) (2) of the Clean Air Act, as amended requires the United States Environmental Protection Agency to analyze the above 'all altitude' requirement, in addition to separate proportional emission standards for high-altitude areas. This document fulfills that Congressional mandate. In addition this report also analyzes the consequences of high-altitude standards for light-duty trucks and possible revisions in the current low-altitude standards.
