Abstract
The document reports on a study undertaken by the Pollution Prevention Policy Staff of the U.S. Environmental Protection Agency (EPA). Through this study EPA sought to better understand whether and how environmental issues influence core business decisions - such as those involving product design and production process design and operation - in order to better understand how various factors, including public policy, motivate pollution prevention in industry. To carry out this study, pollution prevention staff from EPA and eight Northeastern states (CT, MA, ME, NH, NJ, NY, RI, VT) compiled and analyzed information from the employees of forty-two industrial facilities on their pollution prevention decisions and on the factors that influenced their decisions. The results of a national study, based on this prototype, are intended to be published later this year. Both the prototype and national studies are part of EPA's continuing efforts to improve its effectiveness at promoting pollution prevention. EPA is making available to the public the primary materials on which the prototype was based (and will do so for the national study as well), to allow stakeholders to draw their own conclusions and thereby contribute as equal partners to the national debate on this issue.
