Abstract
The manual shows how to accomplish small system restructuring. Part 2 of the report defines restructuring options and describes the benefits of various types of restructuring. Part 3 explains how to implement restructuring. Part 4 describes the role of the drinking water regulator in restructuring, and Part 5 is a trouble-shooting guide to overcoming barriers to restructuring. Appendix A provides additional case studies of restructuring.
