Abstract
The basic purpose of the plan is to meet national ambient air quality standards and to make significant progress towards achieving state air quality standards, which in some cases are more stringent than the federal standards. However, this plan is not designed solely to meet air quality standards, but to protect the present air quality of Vermont which is superior to that stipulated in the national standards in many areas of the state.
