Abstract
The objective of effluent and water quality standards is protection of the rivers and streams and their biota. In ascertaining the appropriate level of regulation, the economic ramifications of such requirements must be considered. Modifications to the present cyanide effluent standard have been proposed by the Illinois Petroleum Council, Metropolitan Sanitary District of Greater Chicago (MSDGC), and Republic Steel. The petitioners are seeking a two-tiered standard with total and simple cyanide effluent restrictions. The specific effluent limits proposed by these groups and the IEPA are summarized.
