Abstract
This study was initiated by EPA's Office of Air Quality Planning and Standards as part of its review of the current secondary standards for sulfur dioxide (SO2) and total suspended particulates (TSP). The study has drawn heavily upon new data and research advances from the past decade or so, and considerably expands the information available about the economic benefits of selected air pollution control regulations. The theoretical base for the analysis is a series of models structured to simulate optimizing behavior by members of society in markets where air quality has an influence. Groups of these members of society are referred to as 'economic sectors.' This document discusses a limited extrapolation of the results of the basic analysis.
