Abstract
This is the second of a two-volume report on measurement and evaluation of environmental noise exposure for communities and individuals. The volume is concerned with the presentation of detailed plans to accomplish the following tasks: (1) Conduct a baseline measurement program at the national level to establish the current magnitude of noise exposure for residential communities and for individuals in their everyday activity; (2) Develop a noise descriptor scale; (3) Define potential participation of local governments in the baseline data acquisition; (4) Develop a specification for noise monitoring systems suitable for permanent installation in communities as part of local or national environmental monitoring systems.
