The Baltimore IEMP is a collaborative effort of the State of Maryland, Anne Arundel and Baltimore Counties, the City of Baltimore, and the U.S. Environmental Protection Agency"--Preface page. The decision-making structure of the Baltimore IEMP consisted of two committees, which also served as the means for State and local participation: the Management Committee (MC) and Technical Advisory Committee (TAC).
