Abstract
The report contains responses to public comments on issues addressed in the final rulemaking establishing treatment standards for wood preserving wastes. It divides comments into categories: Maximum acceptable concentrations for constituents in wastes entering surface impoundments; changes to CFR part 268 regulatory language; the three proposed options for addressing the risks due to cross-media releases in subtitle D (nonhazardous) surface impoundments that manage decharacterized wastes; additions of universal treatment standards (UTS) constituents to the list of F039 regulated constituents; testing of underlying hazardous constituent levels in wastes at the point of generation; polymerization treatment for certain wastes; exclusion of processed scrap metal and containerized shredded circuit boards that are being recycled; alternative combustion standards for wood preserving wastes; similarity between F032 and F024; regulation of arsenic and chromium in wood preserving wastes; regulation of dioxins and furans in wood preserving wastes; calculation of treatment standards for regulating various constituents in wood preserving wastes; wastewater treatment standard; wood preserving waste contaminated media and remediation; dioxin/furan stigma and capacity issues; and comments on the regulatory impact analysis.
