"The EPA Office of Solid Waste developed proposed standards for owners and operators of hazardous waste incinerators and for the burning of hazardous wastes in boilers and industrial furnaces. Prior to the publication of these proposed regulations, OSW requested that the EPA Science Advisory Board (SAB) review the proposed regulations with respect to specific questions. One of these questions concerned the rationale for the selection of a carbon monoxide (CO) emission limit of 100 ppm in the stack exhaust gas. In the SAB's report on their review of the proposed regulations, the issue of justification for the selection of a 60-min (arithmetic) rolling average was raised ... This report provides a brief discussion of the proposed CO levels and averaging time. Section 2 presents a very brief background discussion. In Section 3 CO levels measured during incinerator tests are subjected to evaluation using varying arithmetic averaging times."--Introduction.
