| Abstract | The 210-acre Sealand Restoration site is a former liquid waste disposal and storage facility in the town of Lisbon, St. Lawrence County, New York. Both wetland and woodland areas are onsite. In 1979, supposedly uncontaminated liquid petroleum wastes and mineral oils were disposed of in several locations. In 1980, the State found Sealand to be in non-compliance by accepting contaminated wastes, permits were revoked, and disposal operations ceased. From 1983 to 1984, the State conducted a remedial investigation that identified several onsite areas of concern. The purpose of the ROD is to review the State action and to determine its appropriateness for reimbursement of costs from Superfund. A follow-up investigation will be conducted to determine the extent of ground water and wetlands contamination. A subsequent ROD will address these media, if deemed necessary. The primary contaminants of concern potentially affecting the soil and debris are VOCs including benzene, TCE, toluene, and xylenes; other organics including PCBs, and pesticides; and metals including chromium and lead. |
