Abstract
This decision document sets forth the basis for the determination to issue the Explanation of Significant Differences (ESD) for the Pinette's Salvage Yard Superfund Site in Washburn, Maine. Groundwater sampling data collected during the Management of Migration Pre-design studies following the completion of the source control remedy indicates that the concentration of VOCs have decreased to below or near the target cleanup goals established in the 1989 ROD. The monitoring results demonstrate that the primary objective of the Management of Migration component of the ROD has been achieved--PCB migration has been sufficiently reduced. This ESD also adjusts the site target cleanup goal for lead to the current nationally accepted MCL of 15 ppb.
